A Principal-Agent Model for Investigating Traceability Systems Incentives on Food Safety AgEcon
Resende Filho, Moises de Andrade.
This article investigates the effects of contingent payments and a traceability system's expected traceback rate of success on the food safety effort exerted by raw material suppliers. This sheds light on when contingent payments and the reliability of a traceability system are substitutes and complements to each other in terms of inducing raw material suppliers to exert higher food safety effort. In addition, the effect of higher penalties and costs of food safety crisis on the effort to be induced by buyers (principal) on suppliers (agents) is investigated under a symmetric information setting. Finally, the asymmetric information setting is formalized as a principal-agent model and left to be explored in a future work. Some numerical exercises are...

A PROPOSAL FOR EFFECTIVE TECHNOLOGY TRANSFER AgEcon
Wilson, Maurice.
The paper examines the performance of the agricultural sector over the 10 year period 1995-2004. Indicators suggest that investments in Agricultural Research and Development (used as a proxy for the quantum of technology generated) have had little impact on agricultural production. In this regard, an assumption is made that technology generated has neither been adequately transferred nor adopted. Within the above context a holistic model for effective technology generation has been presented. It is argued that effective technology generation is market driven technology is more likely to be transferred and adopted by agribusiness entities. To implement this process, strategic alliances should be forged in order to address resource limitations. The entire...

A Qualitative Assessment of the Benefits and Costs of On-Farm Food Safety and Environmental Farm Plans in the Beef Sector AgEcon
Kerr, William A.; Wasylyniuk, Chad R.; Hobbs, Jill E.; Larue, Bruno; Gervais, Jean-Philippe; Gray, Richard S..
This series of six reports entitled: "On-Farm Food Safety and Environmental Farm Plans: Identifying and Classifying Benefits and Costs" was initiated soon after the launch of the Agricultural Policy Framework (APF) in 2002. The APF recognized the importance of food safety and environmental concerns for the future growth of the agriculture and Agri-food sector. For this reason, Agriculture and Agri-Food Canada (AAFC) commissioned this series of reports to develop a conceptual framework to strengthen our understanding of the potential benefit and cost implications of On-farm Food Safety (OFFS) and Environmental Farm Plans (EFP) that were key components of the APF. The reports were prepared by a group of academics with extensive knowledge of the agriculture...

A Quarterly Food-at-Home Price Database for the U.S. AgEcon
Todd, Jessica E.; Mancino, Lisa; Leibtag, Ephraim S.; Tripodo, Christina.
This report provides a detailed description of the methodology used to construct ERS’s Quarterly Food-at-Home Price Database (Q-FAHPD). As the name suggest, these data provide quarterly observations on the mean price of 52 food categories for specific U.S. markets. We provide a description of the Nielsen Homescan data that was used to create this database, the methodology used to classify foods into food groups, how we determined the appropriate the level of aggregation (sub-regional markets) and our calculation of average prices for each food group. This report also contains an overview and summary of the resulting data.

A RECOGNITION OF HEALTH AND NUTRITION FACTORS IN FOOD DEMAND ANALYSIS AgEcon
Capps, Oral, Jr.; Schmitz, John D..
A theoretical framework in which to formally consider health and nutrition factors in demand analyses is developed. The framework is employed to empirically identify and assess the impacts of information pertaining to cholesterol on the demands for beef, pork, poultry, and fish. Issues in considering health and nutrition factors in food demand analysis are documented.

A REEXAMINATION OF CONSUMER BUYING BEHAVIOR FOR BEEF, PORK, AND CHICKEN AgEcon
Menkhaus, Dale J.; St. Clair, James S.; Hallingbye, Stig.
The objective of this study is to estimate demand parameters for beef, pork, and chicken using budget share equations derived from the translog indirect form of the utility function for the period 1965-81. Estimates of uncompensated direct and cross price elasticities, expenditure and income elasticities, and Allen elasticities are the used to make inferences concerning changes in consumer behavior in the purchases of beef, pork, and chicken. When pressure on real income forces reductions in total expenditures for meats, the brunt of the reduced consumption will be felt by beef; pork consumption will decease slightly; and consumption of chicken may actually increase.

A Review of FDA Imports Refusals - US Seafood Trade 2000-2010 AgEcon
Anders, Sven M.; Westra, Sabrina.
The United States is the third largest consumer of seafood products in the world. The percentage of imported seafood consumed in the U.S. has steadily increased from 66% in 1999 to over 84% in 2009 (NOAA, 2010). Food safety, especially of imported foods and products from developing countries, has raised increasing concerns among American consumers and policy makers. Accordingly, the Food and Drug Administration’s (FDA) (Ababouch et al. 2000) border inspection system is considered critical for ensuring the safety of domestic seafood consumers. However, the potential non-tariff barrier to trade posed by FDA regulations, especially for many developing country exporters have been frequently cited in the literature. This paper investigates trends and patterns...

A REVIEW OF FOOD SECURITY AND HUMAN NUTRITION ISSUES IN NEPAL AgEcon
Shively, Gerald E.; Gars, Jared; Sununtnasuk, Celeste.
Nepal faces multiple development challenges, including chronic and widespread food insecurity and adult and child malnutrition. Due to population growth, agricultural stagnation and a range of institutional failures, the threat of a serious food crisis in Nepal is substantial. The recent scaling back of WFP assistance means that food security conditions in some parts of Nepal will undoubtedly worsen in the near future. This paper presents a brief review of topics and available evidence regarding food security, malnutrition and related subjects in Nepal. It is intended to document important source material and provide an overview of topics for non-specialists or those moving into new areas of concern.

A SEGMENTATION ANALYSIS OF U.S. GROCERY STORE SHOPPERS AgEcon
Mangaraj, Sandeep; Senauer, Benjamin.
Cluster analysis was used to conduct a segmentation analysis of U.S. supermarket shoppers. This study is based on the responses of a sample of 1,000 shoppers concerning the importance of 21 store characteristics in selecting their primary grocery store for the Food Marketing Institute's 2000 consumer trends survey. Stores must satisfy the attributes important to all consumers in order to be successful. In order of importance, the four top characteristics are a clean/neat store, high quality produce, high quality meats and courteous, friendly employees. The three key supermarket shopper segments identified are time-pressed convenience seekers, sophisticates, and middle Americans. In order to cater to a particular consumer niche, a store must better...

A Strategic Perspective on the Impact of Food Safety Standards on Developing Countries AgEcon
Henson, Spencer J.; Jaffee, Steven.
This paper explores the competing concepts of 'standards as barriers' and standards as catalysts' in the context of food safety standards in international trade in agricultural and food products. It is suggested that food safety standards can act as both a barrier to trade and the basis of competitive positioning for developing countries in international markets. This suggests that the application of a strategic framework to analyze and assess alternative responses to evolving food safety standards can throw some light on the circumstances under which standards act to prohibit trade or, alternatively, create competitive trade opportunities. The use of such a framework is illustrated through a brief case study of fish and fishery product exports from...
